Take it back to the pet store and let them pay for a vet visit, or exchange your parakeet for another one. Most pet stores (like petco) offer a 30 day warranty on birds, so take it back and tell them that they sold you a sick parakeet. In their agreement when they sold the bird to you, they agreed to pay vet bills for the first month, so they should foot the bill for this.
